The author is not allowed to withdraw submitted manuscripts, because the withdrawal is a waste of valuable resources that editors and referees spent a great deal of time processing submitted manuscripts, money, and works invested by the publisher.

 

If the author still submits a manuscript withdrawal while the manuscript is still in the peer review process, the author will be subject to a sanction in the form of a fine of 50% per manuscript of the APC fee, as a withdrawal penalty to the publisher. However, it is unethical to withdraw a submitted manuscript from one journal if accepted by another journal. If a manuscript is withdrawn after it has been accepted for publication, the author will be subject to a penalty of paying a fine of 70% per manuscript of the APC fee. Withdrawal of the manuscript is only allowed after the withdrawal penalty has been fully paid to the Publisher.

 

Suppose the author does not agree to pay the fine. In that case, the author and his affiliates will be blocklisted for publication in this journal and notify SCIS's collaborating partners or associations. The blocklist will remain for up to 5 years.
